Former Head of U.S. Navy Joins Fincantieri Marinette Marine Board

MARINETTE, WI –

Former Chief of Naval Operations Adm. Gary Roughead was elected as the chairman of the board of directors of Fincantieri Marinette Marine Corporation July 10.

“Fincantieri is both honored and pleased to have Admiral Roughead join this board in a leadership role”, said Dario Deste, Fincantieri Marine Group’s CEO. “His naval and defense expertise is unquestioned and few can bring his depth of leadership and management skills to an organization.”

Roughead was the 29th Chief of Naval Operations from 2007 – 2011, after holding six operational commands. He is one of only two officers in the history of the Navy to have commanded both the U.S. Atlantic and Pacific Fleets.

“I am pleased to join the Fincantieri Marinette Marine team,” said Roughead. We have one of the most modern U.S. shipyards, the commitment and drive to innovate in building ships to meet tomorrow’s defense needs, and, above all a top-notch Midwestern workforce that epitomizes the industriousness of the American heartland.”

Roughead served in several key positions aside from his sea duties, most notably as the commandant of the U.S. Naval Academy, and as the Navy’s chief of legislative affairs, who is responsible for the Department of the Navy’s interaction with Congress. He also was the deputy commander of U.S. Pacific Command.

In addition to serving on corporate and university boards, Roughead is the Robert and Marion Oster Distinguished Military Fellow at the Hoover Institution at Stanford University.

Also joining the Board of Directors is Rear Adm. Kevin M. Sweeney, who retired from the Navy in 2014, and was most recently the chief of staff for Jim Mattis during his tenure as the Secretary of Defense.

Sweeney has 32 years of operational experience including commands of multiple strike groups and surface combatants.

MARINETTE, WI –

The Board of Directors of Fincantieri Marinette Marine Corporation named retired Navy 3-star admiral Richard W. Hunt as the president of the shipyard at its annual board meeting last week.

“This move is indicative of Fincantieri’s commitment to growth in the U.S. government business sector, as we solidify our position as a major shipbuilder in the defense industrial base,” said Dario Deste, CEO of Fincantieri Marine Group. Deste said that Hunt will focus on expanding the capabilities and capacity of the shipyard, as well as building common understanding with government customers.

“Rick is the consummate professional who cares deeply for the U.S. Navy and their future capabilities,” added Deste.

Prior to Hunt, Fincantieri Marinette Marine’s Jan Allman was the President and CEO. Allman remains as the CEO of the busy and expanding Marinette shipyard where the Navy’s Freedom-class Littoral Combat Ships are built.

Vice Adm. Hunt is a 1975 University of Wisconsin – Madison graduate who served nearly 38 years as a surface warfare officer in the Navy. During that time Hunt deployed on numerous ships and with various commands, with command tours on USS Crommelin (FFG 37) 1993-1995, USS Philippine Sea (CG 58) 1999-2001, and Carrier Strike Group Six/John F Kennedy Strike Group in 2005. Hunt also served as the commander of Combined Joint Task Force-Horn of Africa in 2006-2007. MARINETTE, WI – Fincantieri Marinette Marine will receive grants totaling $31 million from the State of Wisconsin for workforce development and shipyard upgrades.

“This funding reaffirms the strong partnership between Fincantieri Marinette Marine and the state of Wisconsin. These grants support our expanding production capabilities, and most importantly provides workforce development for the next generation of shipbuilders,” said Jan Allman, President and CEO of Fincantieri Marinette Marine. “On behalf of our nearly 2,500 employees in Northeastern Wisconsin, I want to express my gratitude to Gov. Tony Evers for his support to our hardworking men and women, as well as the continued work of Rep. John Nygren and Sen. Tom Tiffany.”

The funding was part of Wisconsin’s recently signed two-year budget and will come in the form of two grants. The shipyard will receive a $29 million grant from Wisconsin Department of Transportation’s Harbor Assistant Program (HAP), and a $2 million Wisconsin Fast Forward grant administered by the Department of Workforce Development. Together the funding provides for additional capacity to support the anticipated production of the Multi-Mission Surface Combatant (MMSC) and future programs.

Fincantieri Marinette Marine continues production of Littoral Combat Ships for the Navy and is one of three shipyards competing to build the first of the Navy’s new guided missile frigate. The frigate contract is worth $1.2 billion for the initial ship, and more than $19 billion for additional ships over the next ten years.

Washington DC, D.C. – Fincantieri Marinette Marine was awarded a $1.1 million grant from the U.S. Department of Transportation’s Maritime Administration yesterday to make additional upgrades to its Wisconsin shipyard.

Grants from the Maritime Administration are designed to help shipyards repair and modernize equipment, improve efficiency, and increase productivity. This grant gives Fincantieri Marinette Marine additional building capacity to support anticipated production of the MultiMission Surface Combatant (MMSC) and future ships.

“We have invested more than $100 million in recent years to improve our facilities and develop our workforce, and this grant allows us to continue modernization efforts and to solidify our shipbuilding center of excellence in the Midwest,” said Dario Deste, CEO of Fincantieri Marine Group. “These planned additions to the shipyard will make us more capable to build larger ships that our government customers desire.”

Fincantieri Marinette Marine (FMM) is partnered with the US Navy to design the new guided missile frigate, known as FFG(X). Three other shipbuilders are competing for the right to design the first FFG(X). The competition for the $1.2B initial design is expected to wrap up in late 2020, and the Navy wants to build 20 frigates in the next 10 years.

If FMM were to win the competition for the future frigate, it would be a huge windfall for the local Wisconsin community and entire Midwest, as conservative estimates suggest a multibillion dollar economic impact over the course of the program. The majority of suppliers on Fincantieri’s frigate would be from the Midwest.

Currently FMM is in serial production of the Littoral Combat Ships for the US Navy, but the Navy has indicated a need for a slightly larger and more capable surface combatant. FMM’s shipyard is comprised of 12 buildings and 550,000 square feet of production capability for its 1,500 employees. As part of the new facility upgrade, FMM plans to acquire and install three additional 100-ton bridge cranes in a new hull erecting building that is currently in the engineering and design phase.

Washington DC: Fincantieri Marinette Marine was honored for its exemplary safety record by the Shipbuilders Council of America (SCA), at a ceremony during its annual meeting in Washington D.C. May 16, 2019.

The Shipbuilders Council of America, the national association for the shipyard industry, presented Fincantieri Marinette Marine’s president and CEO Jan Allman with the 2018 SCA Excellence in Safety Award, as well as the SCA’s Improvement in Safety Award. Nineteen other member shipyards received additional awards in various categories this year.

Fincantieri Marinette Marine is part of the Fincantieri Marine Group, which oversees three interconnected Wisconsin shipyards in the Great Lakes, which is considered a shipbuilding and sustainment center of excellence in the Midwest.

“Safety is one of our key values,” said Allman. “Safety is important in every aspect of what we do, and we continue to improve on an already exemplary safety record. These awards are something each member of our team should be proud of.”

Along with an impressive safety record, Fincantieri Marinette Marine’s performance on government contracts is equally compelling. Its portfolio includes the U.S. Navy’s Littoral Combat Ship, the improved Navy Lighterage System, mine countermeasure vessels and ocean tugs, as well as U.S. Coast Guard icebreakers, buoy tenders and response vessels. Because of its record of delivering ahead of schedule and within contracted costs, FMM has a long-standing relationship with the Navy and Coast Guard.

President of the SCA, Matthew Paxton offered that companies like Fincantieri Marinette Marine are “leaders in their commitment to protecting the health and safety of their workers. The men and women of our industry are devoted to building, repairing, designing, and maintaining top notch military and commercial vessels to ensure a robust domestic shipyard industrial base and the legacy of superior shipbuilding.”

The awards were presented during the SCA annual meeting in Washington D.C. during which nearly 100 participants gathered to discuss the U.S. shipbuilding and repair industry and to raise awareness among elected official about the industry’s critical role in national and economic security.

STURGEON BAY, WISCONSIN: The new ferry will be named Madonna, measuring 124-ft. length, 40-ft. beam and 10-ft. 8 in. draft. It will have capacity for as many as 28 vehicles and 150 passengers. The new ferry will be the largest in the Ferry Line fleet to-date. It is scheduled for delivery in late May 2020.

“We are pleased to build what is our third ferry for Washington Island,” says Fincantieri Bay Shipbuilding’s Vice President and General Manager Todd Thayse. “All current ferry vessels were built in Sturgeon Bay – two by Peterson Builders and this will be our third here at Fincantieri Bay Shipbuilding. Our past work is indicative of the quality and attention to detail the Ferry Line and all of our customers have come to expect from our seasoned workforce. This contract will add to the steady work relied upon by the hundreds of women and men we employ from across the region.”

“This opportunity to build yet another ferry vessel in a Door County shipyard is something we’re extremely proud of,” says Washington Island Ferry Line President Hoyt Purinton. “Built locally, this ferry – like our other vessels – will operate exclusively in Door County waters between Washington Island and the tip of the Door Peninsula.”

Purinton added, “Fincantieri Bay Shipbuilding’s distinguished work in the past for the Ferry Line, and the quality and breadth of skills represented within the yard, were strong factors in our decision to once again partner for this ferry project.”

Similar to the icebreaker Arni J. Richter, launched by Fincantieri Bay Shipbuilding in 2003, this newest ferry design will also incorporate ice capabilities in addition to adding significant vehicle capacity throughout the year. Twin CAT-C32 main engines will provide 1600 maximum horsepower while its stainless propellers and shafts as well as stout framing make it ice-capable. Outdoor, upper deck seating and an indoor, climate-controlled cabin will be available to passengers, along with restrooms on two decks. Bow and stern ramps with wide gates will allow easy vehicle loading. It will have an overhead of 15-ft., sufficient to transport high-clearance specialty equipment (such as portable asphalt plants) as needed.

“We’ve worked with Naval Architect Mark Pudlo and his firm SeaCraft Design LLC, also of Sturgeon Bay, for design and engineering details,” says Purinton. “We are fortunate both designer and builder are close at hand, a real plus for our company in this process.”

Fincantieri Bay Shipbuilding will immediately begin the construction process by cutting steel and placing orders for engines, transmissions and other key components.

STURGEON BAY, WISCONSIN: A U.S.-flagged Great Lakes bulk carrier will be built for the first time in more than 35 years thanks to a historic agreement recently signed between The Interlake Steamship Company and Fincantieri Bay Shipbuilding.

The new River-Class, self-unloading bulk carrier is believed to be the first ship for U.S. Great Lakes service built on the Great Lakes since 1983. The ship, which will transport raw materials to support manufacturing throughout the Great Lakes region, also represents hundreds of good-paying jobs for U.S. Merchant Mariners and Wisconsin shipyard workers.

Measuring 639 feet in length (78 feet W, 45 feet H, 28,000 DWT), the vessel will be constructed in Sturgeon Bay, Wisconsin. The Interlake Steamship Company, headquartered in Middleburg Heights, Ohio, is the largest privately held U.S.-flag fleet on the Great Lakes, with nine vessels carrying bulk cargoes and a rich history dating more than 100 years.

“When we approached a historic project of this magnitude – building our company’s first ship since 1981 – we knew it was critical to choose the right partners. Fincantieri Bay Shipbuilding is the shipyard that has the experience and skill to execute on our long-term vision,” says Interlake President Mark W. Barker, adding that this specific vessel is being built as the result of listening to and addressing the logistical needs of Interlake’s customers. “We’ve had a long and positive relationship of partnering with Fincantieri Bay Shipbuilding as we have modernized and reinvested heavily in our fleet. They have skillfully handled four repowers, five exhaust gas scrubber installations, as well as regular maintenance and regulatory dry-dockings on our vessels.”

The Interlake Steamship Company, Fincantieri Bay Shipbuilding and Bay Engineering are jointly designing the bulk carrier, complete with advanced vessel and unloading systems automation.

“We are excited to construct this historic large-scale bulk carrier on the Great Lakes for Great Lakes operation,” says Fincantieri Bay Shipbuilding’s Vice President and General Manager Todd Thayse. “We are very proud of our long-term relationship with Interlake, and we appreciate their continued confidence in our shipyard and in our shipbuilding team. This new project and our past work are indicative of the quality and attention to detail that our customers have come to expect from Fincantieri Bay Shipbuilding. It brings steady employment to the hundreds of women and men we employ from across the region, and the economic benefit to our suppliers and others is widespread,” he added.

Scheduled for completion in mid-2022, the carrier will be built by Fincantieri Bay Shipbuilding’s nearly 700 skilled trade workers and will generate business for partnering contractors, vendors and suppliers. Major partners for the project include: American Bureau of Shipping (ABS); Bay Engineering (BEI); EMD Engines; Caterpillar; EMS- Tech, Inc.; Lufkin (a GE Company) and MacGregor.

“The Interlake Steamship Company is also extremely proud to build locally, supporting surrounding communities and states – a legacy that we began more than 100 years ago,” Barker says. “We live and work in the Great Lakes region, and promoting growth and the positive economic impact of Great Lakes shipping is integral to our mission and vision as a leader in this industry.”

Cargo.

This newest self-unloading bulk carrier has a unique cargo hold arrangement and cargo hatch covers designed for maximum cubic space and the ability to handle difficult cargoes.

Maneuverability.

The vessel incorporates a flap rudder as well as bow and stern thrusters for high-level maneuverability.

Environmentally friendly.

All aspects of the vessel have been looked at to ensure that it will have a low environmental impact to the Great Lakes and to those who work aboard. The hull has been optimized for efficiency and all systems have been designed to ensure low energy consumption.

Power and speed.

The vessel is designed for 7,800 shaft horsepower produced by two sixteen-cylinder Electro-Motive Diesel (EMD) diesel engines that are EPA Tier 4 and IMO Tier III certified and is expected to have a top speed in excess of 15 m.p.h.

Propulsion.

The vessel will be propelled by a single-screw, 18’ diameter, Kongsberg, controllable pitch propeller.

Electrical Power.

For its electrical power requirements, the vessel is provided with one 940 kW ship service diesel generator, two 2500 kW shaft generators and one 274 kW emergency generator.

MADISON–Governor Tony Evers today announced that his budget will commit $31 million in state dollars to support Marinette Marine’s expansion.

The state funding, which is contingent on Marinette Marine’s receipt of additional federal funds, will allow Marinette Marine to make additional improvements to expand its shipyard infrastructure and compete for a $10 billion federal shipbuilding contract.

The shipyard expansion will ensure that Marinette Marine not only maintains a workforce of 1,500 employees, but can add an additional 400 full-time positions. Marinette Marine is one of the world’s premiere shipbuilders and has been building technically advanced ships since World War II.

“Marinette Marine is a source of pride for Wisconsin, and employs thousands of Wisconsinites in goodpaying, family-supporting jobs. Their success is an essential part of the Marinette community and local economy,” said Governor Evers. “This partnership is a win for workers, a win for Marinette, and a win for Wisconsin. We look forward to supporting Marinette Marine’s efforts to win this contract and to their continued success for years to come.”

“On behalf of the 2500 people that enter Fincantieri Marinette Marine every day, and the nearly 200 Wisconsin suppliers currently supporting our operations, I would like to express our gratitude for the Governor’s commitment to the ongoing partnership between our shipyard and the State of Wisconsin. We share in his vision to continue the vitality of ship production and stable job growth in Wisconsin, ” said Jan Allman, President and CEO of Fincantieri Marinette Marine. “We look forward to working with the Governor and all members of the legislature to get this across the finish line as part of the state budget.”

A longtime supplier to the Lockheed Martin-led team, FMSNA supplies the Ship Service Diesel Generators for the Freedom-variant LCS. This allows the ship to better utilize space and weight for mission packages. FMSNA has also provided shaft alignment services since USS Little Rock (LCS 9) for integration of the shaft services. Their efforts have helped to reduce overall construction hours.

“FMSNA has been an excellent partner, repeatedly demonstrating its value to our program and our U.S. Navy customer,” said Joe DePietro, vice president, Lockheed Martin Small Combatants and Ship Systems. “As a member of Team Freedom from the start, the FMSNA team has played an important role in our program’s success, and we look forward to continuing our partnership in the years to come.”

Since the LCS program’s inception, Freedom-variant LCS production has injected hundreds of millions of dollars into local economies throughout the Midwest. The Freedom-variant LCS team is comprised of Lockheed Martin, shipbuilder Fincantieri Marinette Marine, naval architect Gibbs & Cox, and more than 800 suppliers in 42 states. The program supports thousands of direct and indirect jobs throughout the United States, including more than 7,500 in Michigan and Wisconsin.

“FMSNA has been a supplier of the LCS program since its inception and is proud to be a part of this world class team,” said Rick Dinsmore, vice president and general manager, FMSNA. “Thank you to Lockheed Martin, the U.S. Navy and Fincantieri for their continued partnership. Today’s award is a result of close teamwork among the entire Freedom team.”

The Lockheed Martin and Fincantieri Marinette Marine (FMM) team is in full-rate production of the Freedom-variant LCS and has delivered seven ships to the U.S. Navy to date. There are seven ships in various stages of construction at FMM in Marinette, Wisconsin.

Lockheed Martin’s Freedom-variant LCS is highly maneuverable, lethal and adaptable. Originally designed to support focused missions such as mine warfare, anti-submarine warfare and surface warfare, the team continues to evolve capabilities based on rigorous Navy operational testing; sailor feedback and multiple successful fleet deployments. The Freedom-variant LCS integrates new technology and capability to affordably support current and future mission capability from deep water to the littorals.
